Mission, Vision, and Goals

Mission Statement

To prepare Houston City College students for service as commissioned officers, enlisted professionals, and civilian contributors by developing moral character, intellectual rigor, physical readiness, and leadership capacity grounded in the core values of honor, courage, and commitment.

Through structured collaboration with Army, Navy, and Air Force commissioning and recruiting partners—including Army SORD and NTAG—Houston City College establishes disciplined academic and career pathways that align education, training, and workforce readiness. These pathways equip students with the knowledge, skills, and professional foundation required for military service, leadership, and responsible citizenship in support of the national defense.

To be a nationally recognized model for preparing Houston City College students for service in the Armed Forces of the United States by strengthening enrollment, persistence, completion, and transfer outcomes while cultivating disciplined leadership and professional readiness.

Through an excellence-driven environment, Houston City College will be the preferred entry point for students pursuing commissioning or enlistment pathways—empowering graduates to reach their full potential and contribute meaningfully to national defense, public service, and society.

  • Strengthen accession and workforce pipelines through sustained collaboration with military departments, recruiting commands, and institutional partners to expand opportunity, readiness, and program effectiveness.

  • Ensure continuous operational relevance by regularly assessing outcomes and refining programs to remain aligned with evolving military requirements, workforce standards, and institutional priorities.

 

What Are Military Education Programs?

Military education programs at Houston City College (HCC) support prospective, current students as well as service members, their families and veterans by providing tailored resources and opportunities for quality education and career development. Recognized as a U.S. Army Center of Influence
(COI), HCC collaborates with the University of Houston’s Army and Air Force ROTC programs and Rice University’s Navy ROTC program through established partnerships.

We facilitate various commissioning programs, including the Nuclear Propulsion Officer
Candidate (NUPOC) and the Civil Engineer Officer Commissioning Program (CEOCP), in collaboration
with the Navy Talent Acquisition Group. Additionally, we submit applications for the various service-
related STEM Student Employment Programs (SSEP) managed by the military research labs, offering
valuable paid internships for students, the possibility to have the research labs pick up your tuition for
you, and the potential for future employment within the Department of Defense.

Additionally, we look for individuals who have that propensity to serve and aspire to be part of something bigger than themselves. By participating in our programs, you will engage in meaningful
activities that contribute to national security and the well-being of others, all while developing skills that will benefit you in your future career.

When you’re looking at building your degree plan with your Admissions Advisors, you should think about academic majors that can be beneficial for a career not only as an officer in the military, but also in your future career after the military. For those seeking a challenging and rewarding career, think about these options:

  1. STEM majors such as engineering, information technology, artificial intelligence, and computer sciences as an example.
  2. International relations & political science. These majors provide a strong background for those interested in diplomatic or strategic roles, something that you will do as an officer working with your foreign military counterparts.
  3. Health Sciences. Nursing is a “high demand, low density” specialty in all the services. That means that there aren’t enough people to meet the needs of each service. If you’re currently in the HCC Nursing program, this may be for you.

Remember, while these majors can provide a solid foundation, they are not the only paths to becoming a military officer. Leadership skills, physical fitness, and other qualities also play crucial roles in military career progression.

A high school program, Junior ROTC (JROTC) instills in its cadets the core values of honor, courage, and commitment. The core mission of JROTC is to produce informed and responsible citizens in our society.

JROTC prepares high school students for responsible leadership roles while making them aware of the benefits of citizenship.

JROTC teaches the values of citizenship, leadership, service to community, personal responsibility, and a sense of accomplishment, while instilling in them self-esteem, teamwork, and self discipline.
